The Town of Normal is providing notice of two (2) amendments to its current Five-Year Consolidated Plan. The Consolidated Plan (effective April 1, 2015 through March 31, 2020) was drafted in 2014 and submitted to the U.S. Department of Housing and Urban Development (HUD) in early 2015. Based on consultation with representatives from HUD, review of the Consolidated Plan, and the guidelines set forth in the CDBG Citizen Participation Plan, Town Staff has identified two amendments that should be made to the Consolidated Plan before its expiration. The Town will enter the fifth and final year of the Consolidated Plan on April 1, 2019.
A public hearing will be held to solicit comments on the proposed Substantial Amendment on Thursday, February 21, 2019 at 5 p.m. in the Café on the first floor of the Normal Public Library (206 W College Avenue). Individuals with disabilities who plan to attend the hearing, require certain accommodations in order to observe and participate, have questions regarding the accessibility of the facilities, or any individuals with limited English proficiency needing assistance communicating are requested to contact the Planning Department at (309) 454-9642 prior to the hearing.
An accompanying 30-day public comment period will begin on Wednesday, January 30, 2019. Public comments on the Substantial Amendment may be submitted in writing at Uptown Station, Attn: Taylor Long/CDBG, 11 Uptown Circle, Normal, IL or by e-mail to Taylor Long, Planning Department, at firstname.lastname@example.org. Comments must be received in writing no later than Thursday, February 28, 2019.
