The Finance Department is responsible for handling the accounting, collection, purchasing, investment and disbursement of all Town funds, as well as all other financial matters pertaining to the operation of the Town. The Finance Department also handles the receipt of all water bills. The finance director serves as the Town’s Budget Officer, Treasurer and Police and Fire Pension Treasurer.

In fiscal year 2013-2014, the Town of Normal received the Government Finance Officer Association Award (GFOA) for distinguished budget presentation for the 22nd straight year, and received the GFOA award for excellence in financial reporting for the 27th straight year.
